"It would have been awful even with the best of governments. It has been a flat out clamorous catastrophe when that mentality - of 'how might this benefit me' and 'to hell with every other person' - when that attitude is operationalized in our administration," Obama said.

"That is the reason, I, coincidentally, will invest as much energy as vital and crusading as hard as Possible for Joe Biden," he said.

Obama's office declined to remark.

White House representative Kayleigh McEnany said Trump's reaction to the coronavirus "has been exceptional" and has spared American lives.
